Because in my old forum people joined but just posted there link and then left. So my moderator came up with that agreement to keep the people from leaving.

Fair enough! Good rule simmilar to the one I use in my Link Exchange Guidelines rule too. But that will hopefully get people to register and post on a regular basis, if they only come to advertise and never come back than with that rule it will have to make them post more if they don't then deletion will be the cure...hehe!
